FDA says frozen food may be safely refrozen or cooked if it still contains ice crystals or is at 40°F (4°C) or below. Refreezing can reduce quality even when the safety condition is met. Inspect packages for leakage and cross-contamination as food thaws, and separate raw products from ready-to-eat food.

Record losses and restock the emergency kit
